I have not read this literature in full (OK, I only read the first few paragraphs) but somewhere in here, there must be an article that says that all medicine in Vietnam is to be sold with a prescription or perhaps over the counter but with consultation and not in supermarkets and drug stores as is allowed in Japan.
All the pharmacies I saw in Hue, Vietnam looked like this with windows catering to customers that stood outside.
And most, if not all, had this kind of sign.
However, it seemed that it was different for Chinese medicine which probably is not controlled by the same law.
